Abstract
Good governance and effective public administration are crucial in helping Montenegro
transition to a democratic country located in the Balkans, but this country has confronted
numerous hindrances during its path toward this desirable end state. This thesis is centered
around a detailed study of the main administrative concerns in Montenegro.
Corruption and political patronage remain among the leading problems of government that still
persist within the country’s governance system. Collectively, these challenges constitute a barrier
to the rule of law, democracy, and sustainable development.
The research objective is presented in this proposal focusing on assessing the actual status of
governance in Montenegro, outlining the key problems; giving advice to reforms, investigating
international and regional most effective practices as well as making respective
recommendations regarding the relevant policies to be conducted in the Relying on many
references, it underscores the importance of this work for Montenegro transition process and
brings about substantial contribution into governance studies.
Additionally, a mixed-methods research approach is adopted in the methodology section
covering survey and interview as well as document analysis and case study to collect data. The
issue of ethics is vital in the study process, among others.
The recommended guidelines span various issues ranging from fortifying rule of law through to
